Workforce evidence

Where eCHRIS Stops and Public Evidence Begins

Use official employee routes for personal records and public documents for civic analysis without mixing their data.

In this guide
  1. Decide which kind of question you have
  2. Keep examples free of private records
  3. Do not use one system to explain another without evidence

  6. Use this next

Phoenix's public website links to eCHRIS for employees. That establishes an official employee-system route, not a public research database. A municipal analyst may use public budgets, reports and meeting records to understand work while separately using employer systems for personal administration. Mixing those two activities creates avoidable privacy and interpretation problems.

Decide which kind of question you have

A question about your own employment record belongs with the authorized employee process. A question about a published program budget belongs with the relevant public document and responsible office. A question about a team's work may require an internal source that this publication cannot see. Identify that category before searching for a convenient answer.

This review does not reproduce login screens, describe unverified menu paths or offer account recovery. To reach the employee system, start from the official Phoenix website and its employee link. If access fails, use the current official support route. Do not enter credentials into an independent publication or send them to an editorial contact.

Keep examples free of private records

A public-source learning exercise does not need an eCHRIS screenshot. Use invented names and numbers, or published aggregate information that is appropriate for the purpose. Removing a name from a screenshot may not remove employee identifiers, dates or other details that reveal a person.

If actual work requires a private record, follow the employer's access, retention and sharing instructions. This article cannot authorize export, disclosure or reuse. An employee's ability to view a record does not automatically mean that it belongs in a presentation, personal portfolio or external tool.

Do not use one system to explain another without evidence

A public budget line cannot prove a personal leave balance. A personal payroll record cannot explain a department's complete financial position. Both may be accurate within their own purpose. The analyst's job is to identify which evidence answers the question rather than treating more detail as inherently more relevant.

For a hypothetical example, a new employee wants to understand why a program appears in a public budget. The answer may involve the program inventory and budget notes. Their own employment record is not needed. If they instead need to correct a personal record, public budget research will not resolve it.

Use the publication as a reading workspace

The Evidence Brief Planner uses only fixed choices and keeps its output in page memory. It is suitable for rehearsing a public-source question, not for entering private employment facts. Search terms submitted to this website can appear in ordinary server requests, so avoid using sensitive details there as well.

The boundary is simple: official systems and authorized staff handle employee administration; this independent publication helps readers reason about public municipal evidence. Maintaining that separation makes both activities clearer and safer.

Sources and limits

Official public sources checked October 5, 2026. Examples and exercises are original editorial illustrations, not City records or instructions.
